What the architecture specifies
The blueprint proposes relational activity, inherited histories, and standing phase expression. Those roles describe the architecture; they do not settle what the underlying substrate is.
What remains possible
The foundation might reflect dynamical necessity, self-organization, selection among possible structures, structural consistency, a computational basis, intentional design, or something not yet identified. The present architecture does not establish one of these possibilities.
A computational interpretation
A computational basis is left open. It is not required by the projection idea, and calling our world a phase expression does not demonstrate that it is a programmed simulation.
Keep the question at its proper level
Our projected physics describes how the admitted phase behaves. The substrate question asks what underlies that expression. An explanation at one level cannot be assumed to have answered the other.
